We can no longer assume cultural institutions are safe
Dear Hands On! Members!
Dear friends and supporters of our association –
We are living through testing and uncertain times. Across Europe and beyond, political polarization and individualism are rising, and sectors dedicated to the well-being of society—health, education, and culture—are too often the first to face cuts in funding and resources.
We can no longer assume cultural institutions are safe. Recent developments in the United States, where critical national cultural services are under threat, remind us that such challenges can happen anywhere. Here in Europe, the latest NEMO Barometer has made it clear: political influence is increasingly affecting museums. Societal polarization is putting pressure on our institutions, threatening their independence and their role as spaces of impartiality and inclusion.
Traditionally seen as safe and neutral grounds for learning, reflection, and inspiration, museums are now being drawn into the political arena—challenged in their mission to shape narratives around identity, history, and values.
In this climate, it is more important than ever that we stand united. That we speak up for our right to participate in cultural life, as enshrined in Article 27 of the Universal Declaration of Human Rights:
“Everyone has the right freely to participate in the cultural life of the community,
to enjoy the arts and to share in scientific advancement and its benefits.”
And above all, we must stand up for those who will be most affected by today’s decisions: children and young people. They are the ones who will inherit the consequences of the climate crisis and political instability. They are already speaking up—as seen in movements like #FridaysForFuture—and we must listen.
So we ask ourselves:

- How are we, as museums and cultural practitioners, truly making a difference for younger generations?
- Are we raising children’s aspirations and helping them fulfil their potential?
- Are we inspiring curiosity and lifelong learning?
- Can we fill the gaps left by a formal education system that may no longer be meeting today’s challenges?
- And, crucially: how do we measure the impact of our work on children’s lives?
These are the questions we will explore together at the Hands On! Conference 2025, hosted by Eureka! The National Children’s Museum in Liverpool, UK, from 25–28 November. This event is our opportunity to come together, share knowledge, turn educational theory into practice, and strengthen our collective voice.
We are deeply grateful for the continued support and active engagement of our members. Your commitment has helped us achieve so much over the years, and it is your dedication that drives our mission forward.
As we look to the future, we are excited to build on this momentum with new programs, events, and opportunities to connect. Your membership is vital—it keeps our community strong, vibrant, and ready to meet the challenges ahead.
Let’s continue working hand in hand, for culture, for children, and for a better future.
